New Approach to Transfer

A group of 16 public institutions in four Western states have agreed to a transfer agreement based on what students know rather than on the courses they have taken or the credits they have earned.

Department Awards $60 Million in First in the World Grants to 17 Colleges, Universities and Organizations (September 21, 2015)

As part of the Obama Administration's ambitious agenda to drive innovation and keep a higher education within reach for all Americans, the Education Department today awarded nearly $60 million to 17 colleges and universities in its First in the World (FITW) grant program.

The Western Interstate Commission for Higher Education, on of 17 First in the World grant recipients, received a $2,999,482 grant for the Interstate Passport Initiative: Accelerating Transfer to a Credential.

WICHE Launches New Block Transfer Framework (January 6, 2014)

The Western Interstate Commission for Higher Education (WICHE) has just launched the Interstate Passport, a new block transfer framework based on learning outcomes, not courses and credit.

WICHE Awarded Grant to Improve Transfer Process

The Western Interstate Commission for Higher Education (WICHE) has been awarded a $550,000 grant from Carnegie Corporation of New York for a pilot project that will focus on the college transfer process.

Phase II

Passport Annual Report

Faculty Handbook

Faculty from the Passport institutions, through an interstate negotiation process, develop the Passport Learning Outcomes and Proficiency Criteria. The Faculty Handbook serves as a comprehensive guide to this process and to the overall project. The handbook describes the specific role and tasks that faculty undertake, and includes a timeline of meetings and due dates. The handbook also provides information about the Passport tracking process, Passport applications, and the Passport Review Board. 

Phase I

Guidelines for Registrars

During the summer of 2012, a Passport Task Force on Student Tracking was assembled by convening selected registrars and institutional researchers from the pilot institutions and others in the West. This Task Force was asked to develop methods for the two tracking requirements of the pilot project

Passport Tracking System

Institutions participating in the Passport agree to collect data and provide it annually to the Passport Central Data Repository (CDR) for analysis. The aggregate data will be available to both sending and receiving institutions for continuous improvement efforts and for use by the Passport Review Board (PRB) in considering institutions’ requests for renewal of their Passport status. 

The Role of the Faculty

Only faculty have the experience and expertise to determine what learning outcomes should result from general education. By gathering faculty together for conversations about student learning, we find much common ground about objectives and outcomes across disciplines and between institutions. Faculty engagement is crucial to the development of an Interstate Passport program and we are asking for your help and expertise.
