Interstate Passport | Passport Phase II Development

Phase II of the Interstate Passport, funded by the Bill & Melinda Gates Foundation and Lumina Foundation, commenced in October 2014 with the participation of institutions in seven WICHE states: California, Hawai’i, North Dakota, Oregon, South Dakota, Utah, and Wyoming. During this two-year phase, faculty members from both two- and four-year institutions worked collaboratively to develop Passport Learning Outcomes and attendant Proficiency Criteria for the remaining six lower-division general education knowledge and skill areas: natural sciences; human cultures; critical thinking; creative expression; human society and the individual; teamwork and value systems. Through this process, faculty from the Passport participating institutions acknowledged that their institutions’ lower-division general education learning outcomes in these areas were equivalent to the Passport Learning Outcomes. Institutions were not required to use the same language as the PLOs in their learning outcomes, but rather, to ensure alignment to the PLOs.

Six meetings were scheduled for faculty members to collaborate on the Passport Learning Outcomes (three meetings) and Proficiency Criteria in the knowledge and skill areas (three meetings). Faculty from two- and four-year institutions with expertise in each area brought their own state/institution learning outcomes to the PLO meetings to negotiate and arrive at a set of Passport Learning Outcomes. Similarly, faculty members developed the transfer-level criteria for each PLO, a list of evidence or indicators that one might see in a student’s behavior, performance or work. All faculty meetings took place at the WICHE office in Boulder, Colorado.

During Phase II, the Passport Review Board (PRB) convened to discuss the progress and effectiveness of the project and approved a business and sustainability plan for the program. PRB members establish policies and procedures for participation in the Interstate Passport Network; approve new institutions/states as members; review academic progress data from participating institutions and recommend appropriate actions; publish an annual report on the status of the Interstate Passport; and recommend new directions for research and operations. The PRB meets face-to-face once a year and via conference call as needed throughout the year.
