This project will expand the work of the Western Cooperative
for Educational Telecommunications to develop a standard
methodology to calculate costs of technology within and
across higher education institutions and assist policy makers
and planners understand how to use cost information. The
Technology Costing Methodology (TCM) was a reaction to the
need for a standard costing approach that would be accepted
by educators from across the institutional spectrum.
This project will enhance the higher education community's
ability to calculate the costs of alternative modes of instructional
delivery. The Technology Costing Methodology: Completing
the Toolbox project will improve upon the current Technology
Costing Methodology (TCM) Project.
Specifically, the project will:
- refine the original TCM methodology to allow for a calculation
of technology costs within complex settings and state
system offices
- assist policy makers and planners in understanding how
to use cost information
- link and/or merge with other cost calculating models
or projects
- create an Online curriculum to assist users with the
TCM Handbook and related procedures
- sponsor papers and colloquia on the policy implications
of technology costing analyses
- to be determined
Since the TCM project began, several other technology costing
projects and philosophies have emerged. This clearly demonstrates
widespread interest in the topic and the need for these
tools. Although it was not part of the original project
design, partnerships with others working in this field have
become essential.
