Student Financial Aid as an Online Service
with Marianne Phelps and Norm Finlinson

Student financial aid is one of the core student services. U.S.
Department of Education Web-based applications now allow most, if
all of the transactions, from applying for aid to loan consolidation,
between the Department of Education and students to be carried out
online.
However, there are only a few institutions that have developed
a robust online financial aid service. We'll explore some of the
perceived obstacles, including institutional culture and complex
federal student aid requirements. We'll look at the components of
a good online student aid service, visit BYU's highly successful
on line student service, and review what the Department of Education
has been doing that will help institutions provide online student
aid services.
Marianne Phelps served in a number of capacities within the Office
of Postsecondary Education of the US Department of Education during
the Clinton administration, including Chief of Staff to the Assistant
Secretary. One of her assignments was to bring up the Distance Education
Demonstration Program, which is how she came to work with Norm Finlinson.
Her interest in student services stems from a stint she served as
a Dean of Students early in her career. Dr. Phelps earned her Ph.D.
in American Civilization from The George Washington University.
Norm Finlinson is Director of Financial Aid at Brigham Young University
where he coordinates complex physical and financial planning efforts.
He has served as a consultant to the U.S. Department of Education
and is a member of the NASFAA National Reauthorization task force.
He is a past president of the Utah Association of Student Financial
Aid Administrators. Dr. Finlinson earned his Ph.D. in Educational
Administration from Brigham Young University.
