WHITE PAPER: THE TIME IS RIGHT FOR THE INTERNET COURSE EXCHANGE

WICHE ICE – The Western Interstate Commission for Higher Education (WICHE) Internet Course Exchange (ICE) helps higher education institutions offer their students increased access to online courses and programs at other institutions while enrolled at their home campus, making financial aid, registration and course transfer seamless for students.

As colleges and universities offer courses and programs to students at WICHE ICE member institutions students benefit from richer, more specialized and relevant course and program options; faculty enjoy teaching more courses in their areas of specialization; and advisors are able to advise students and articulate courses for quality and transferability before students enroll in them.    

WICHE ICE honors the registration, financial aid, and other policies and procedures of the member institutions to administer the course exchange whenever possible.  Issues that require additional guidance are articulated in the WICHE ICE Operations Manual that was developed and approved by the WICHE ICE Steering Board, which is composed of representatives from member institutions. WICHE ICE institutions choose which courses and programs they would like to offer to students at their institutions, and how many seats in their programs to offer to students at other member institutions.  Institutions also determine the price at which they will offer the course to students at other institutions.  WICHE ICE adds an additional $20 per student per course for central coordination, and this price is advertised so that students are aware of the course cost.
