Growth and access were recurrent topics during the Western Interstate Commission for Higher Education's regional policy workshop held in San Diego last August.  A plenary workshop session featured presentations by State Higher Education Executive Officers from four high-growth states--California, Colorado, Nevada, and Washington.  This issue of Policy Insights summarizes the mulitple growth and access challenges they face and some of the strategies each is exploring.
