Thomas Plum is a career mental health professional, holding a broad range of mental health positions throughout the past thirty-five years.
Beginning in the mid-1960s he provided inpatient social work services at Ypsilanti State Hospital and community-based “aftercare services” in downtown Detroit. During the early 1970s to the mid-1980s he became a Certified Forensic Examiner for Michigan’s Center for Forensic Psychiatry and the Director of the Center’s Department of Social Work.
From the mid-1980s, to the late 1990’s, he transferred to the Michigan Department of Mental Health’s “Central Office,” to head up Michigan’s Assertive Community Treatment statewide replication and expansion project. During this period, Michigan established over 100 ACT teams statewide.
By the mid-1990s Tom was assigned the management of Michigan’s Federal Mental Health Block Grant, as Michigan’s Community Support Program Director, focusing on the expansion of innovative community based services for adults with serious mental illness.
From 1997 to 1999 he was an adjunct instructor at the University of Michigan’s Graduate School of Social Work, teaching: Mental Health Policy; Introduction to Social Welfare Policy; and Organizational, Community and Societal Structures and Processes.
On the Board of Directors of the Assertive Community Treatment Association (ACTA), he continues to help in design and offering of an annual Nation-wide conference pertaining to all issues regarding ACT.
He has published scholarly papers in professional journals and National newsletters on issues pertaining to mental health evaluation, program dissemination, and staff morale.
Now as an independent program consultant, he provides consultation to mental health management and provider organizations on issues pertaining to community-based service provision. Tom lectures and consults throughout the United States and in England on issues related to mental health program implementation, dissemination and managed care.
