December 1998 1998 Legislative Overview (Part 2) Teacher Education In California, the governor and legislature supported various teacher education development and preparation initiatives, including a $95 million addition to the appropriation. Another $17 million goes to the California State University System for teacher training; about one-half of the appropriation will be used to expand student enrollment in teacher prep programs; $5 million is to establish a distance education teacher prep program. The North Dakota Board of Higher Education created a Teacher Education Council to bring together a cross section of educators to focus on such teacher education issues as continuing education and skill upgrading.
