Hawaii legislature granted the University of Hawaii greater
autonomy from state legislative and executive oversight.

Nevada regents requested a feasibility study to look at adding
selected four-year programs in a rural community college. Regents
also approved the creation of bachelor of applied science programs
to be built on existing associate of applied science degrees at the
states community colleges.

Oregon State Board of Education adopted a new governance structure
allowing campuses greater autonomy to seek students and revenue.

North Dakota Board of Higher Education approved a new six-year
strategic plan covering 1998-2004. The plan contains six major goal
areas, with system goals and campus goals supporting the Boards
goals.
