The
California budget also provides $3.5 million for the University
of Californias efforts to improve transfer from community colleges.

Following
on a compulsory transfer policy passed by the 1997 legislature, the
Nevada Board of Regents mandated that all students who begin
at community colleges should have a path to the baccalaureate degree
in every major that can be completed with the same number of credits
as required for students who begin at universities.

North
Dakota implemented dual
enrollment legislation allowing students to receive both high school
and college credit for selected courses.
