New Mexico increased general fund support for financial aid by 6.4 percent; the state also expanded eligibility requirements and included a non-general fund appropriation for WICHE's Professional Student Exchange Program.

Legislation allows the Utah Higher Education Assistance Authority to receive employment information from the Division of Workforce Information and Payment Services to collect defaulted student loans.
