Following an Arizona legislative initiative in 1997 related to community colleges offering baccalaureate programs, the 1998 legislature charged a joint community college/university committee with defining unmet needs for postsecondary education and developing a process for identifying and meeting those needs.

In Washington, legislation refocused the delivery of higher education in the Spokane area; the Higher Education Board will determine which programs will be offered by which institutions.
